Overview:

The Training Specialist has overall responsibility for refining, managing, carrying-out and reporting on MECC’s MEL capacity building and training plan. In particular this includes planning, organizing, coordinating, delivering, evaluating and reporting on all MECC’s MEL capacity building and training events.

Responsibilities

Essential Duties and Responsibilities:         

  • Serve as MECC’s focal point for all MEL trainings, workshops, seminars, relevant meetings and other related activities;
  • Understand and update, as needed, MECC MEL overall capacity building and training plan, including scheduling all activities within MECC annual work plan;
  • Manage the implementation of the MECC capacity building and training plan in coordination with relevant MECC personnel and external stakeholders, especially USAID.
  • Ensure that all training and related activities apply key principles and practices of adult learning and participatory andragogy and address USAID MEL latest directives and recommendations;
  • Manage and monitor the authorized training budget, including preparing and reporting on authorized expenses per training activity.
  • Coordinate the successful delivery of all MECC training activities, including planning of events, communicating information, attendance at activities, sign-up by participants, and arranging facility, equipment, and material logistics.
  • Assist in the design and administer MECC ‘s training needs assessment, pre and post-test training instruments and outcomes assessment as required and compile MEL training participation and satisfaction data.
  • Manage and update MECC capacity building and training performance data.
  • Draft MECC capacity building and training quarterly performance reports and ad-hoc requested performance and learning briefs.
  • Participate in assessment, recruitment, hiring of local external specialized trainers and/or local consulting firm;
  • Assume other related tasks as directed by supervisor, his or her delegate, or the Chief of Party.

Qualifications

Required Knowledge, Skills and Abilities:

  • A minimum of five-years of experience with an international organization, ideally managing and coordinating capacity building and training activities for governmental and public authorities.
  • Excellent knowledge and understanding of USAID monitoring, evaluation, and learning (MEL) policy and directives.
  • Demonstrated prior three-year minimum experience in designing, implementing and evaluating capacity building and training plans, and training curricula and methodologies.
  • Excellent written and oral communication skills in English and French.
  • Willingness and availability to travel across the DRC and to perform duties at field locations.
  • Demonstrated experience managing the mobilization or provision of local goods and services and goods, including of short-term expert trainers/local firms, preferably in compliance with USG rules and regulations.
  • Practical knowledge of Lingala, Swahili, Tshiluba and/or Kikongo preferred
  • Comfortable working under short-delay and carrying out simultaneous tasks in a high-demanding environment.
  • Openness to innovation, proactive and solution-minded attitude preferred.
  • High commitment to engage in this assignment to continuously develop professional competencies.

 

Minimum Requirements:

  • 5 – 7 years of professional experience.
  • Oral and written fluency in English required.
  • Proven ability to function as part of and to contribute to a team effort required.
  • Attention to detail and ability to work autonomously and meet deadlines required.

 

Education:  

  • Bachelors or Master’s degree in Public Affairs, Public Administration, Management, Development Studies and Social Sciences.

 

Working Environment: Work is performed in a typical office environment.

 

Physical Requirements:  This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

Supervisory Responsibility:  This position does not have supervisory responsibilities.

 

Travel:  Local travel throughout the DRC.

 

Work Authorization:  Candidate must be authorized to work in the DRC.
