International Business & Technical Consultants, Inc. (IBTCI), a U.S. based international development consulting company established in 1987, has worked in over 100 countries and has implemented over 225 projects. IBTCI has served governments, private sector companies and several donor agencies in the practice area of Monitoring & Evaluation (M&E) across many sectors including education, health, economic growth, humanitarian assistance, global climate change and democracy & governance.  


The Senior Technical Specialist (STS) IBTCI, is a part-time position.  The consultant will report to a senior member of the IBTCI management team.


Using your program management and subject matter skills, perform program mobilization and management tasks on specific task orders and/ or contracts.  Tasks could include, but not be limited to:

  • Work on deliverables for projects including work plan, resource plans, and technical and progress reports.
  • Technical review of deliverables
  • Performance of administrative, logistical and operational tasks such as:
    • Project mobilization, inclusive of, set up of: registration, procurement, standard operating procedures, recruitment, and functioning office.
    • Prepare technical documents, such as Scopes of Work (SOWs) for consultant and sub- contractor contracts and purchase order agreements.
    • Track budgets and  pipe-lines for projects
  • Ensure project administration is compliant with IBTCI and client procedures and policies.
  • Ensure technical content is compliant with IBTCI and client procedures and policies.


Using your business development skills, support business development efforts including, but not limited to:

  • Assisting/supporting overall proposal management of entire proposal(s) and request(s) for information (on specific business opportunities to be identified by IBTCI)
  • Formulation of components of proposals (technical and/ or non-technical sections)


Serve in the above consultant capacity to support the IBTCI Technical Practices of: Conflict, Crisis and Governance (CCG); Economic Growth, Education, and Environment (E3); and Global Health (GH) and the IBTCI Business Development Division.


  • This position does not authorize/ require the consultant to directly communicate with IBTCI Client.
  • This position does not authorize/ require the consultant to have decision making authority on final work product.
  • While working on proposals with IBTCI, the consultant is prohibited from working on that same proposal with any other organization.




  • Master’s degree in public health, international affairs, international development, business administration, statistics, social sciences, or another relevant field;
  • Ten or more years of experience in program management of foreign assistance or donor activities
  • Five or more years of experience in monitoring and evaluation (M&E) of foreign assistance activities;
  • Expertise in Monitoring and Evaluation for international development projects;
  • Demonstrated experience in one of the following additional sectors: Agriculture, Conflict & Crisis, Education, Economic Growth, Environment, Food Security, Global Climate Change, Governance or Humanitarian Assistance.
  • Overseas experience and USAID project management experience preferred.
  • Strong communication skills (oral and written) required.
  • Demonstrable results oriented, flexible and problem solving skills.
  • Fluency in the English language is required.
