Overview

Overview: IBTCI is currently seeking a short term consultant for work under a monitoring and evaluation support services project funded by the United States Agency for International Development Tunisia and Libya Missions (USAID/Tunisia and USAID/Libya). The USAID/Tunisia and USAID/Libya Monitoring and Evaluation in Tunisia and Libya (METAL) is a multi-year project focusing on the provision of Monitoring, Evaluation, and Learning services across multiple development sectors in in both Tunisia and Libya. Candidates should possess a successful track record in project start-up, procurement, and logistics.

 

The period of performance is expected to be for six weeks, based in Tunis, Tunisia.

Responsibilities

Essential Duties/Tasks and Responsibilities:  

The consultant shall assist IBTCI to establish its operational presence in Tunisia, including registration, recruitment, project office and residences, vehicle leasing, and project equipment. 

  • Registration. The consultant shall identify 3 local accounting/law firms qualified to manage project registration and develop staff employment contracts compliant with local labor laws, and prepare a SOW for services to be provided. The consultant will work with the selected firm to obtain, complete, and submit necessary paperwork for registration.
  • Recruitment. The consultant shall manage the recruitment process for staff not already identified, using staffing plan provided by IBTCI. Assisted by a project associate, the consultant will identify relevant websites for advertisements, prepare and post job descriptions, review submissions, shortlist candidates, design relevant tests for admin/finance staff, summarize test results and qualifications of shortlisted candidates, recommend final candidate(s) for interview by the COP, and request required documentation from candidates.
  • Project office and residences. The consultant shall identify options for renting office space and expatriate residences suitable to project needs and within budget limitations, obtain landlord lease requirements, and identify necessary security/safety upgrades.
  • Vehicle. Depending on project needs, the consultant shall arrange for either a vehicle lease or purchase.
    • Lease. The consultant shall at least 3 vendors capable of providing vehicle services for project needs, and prepare a SOW or service requirements.
    • Purchase. The consultant shall identify 3 vendors with vehicles appropriate to project needs and identify requirements compliant with contract source and nationality requirements.
  • Banking. The consultant shall identify suitable options for banking services and obtain requirements for opening a business account.
  • Office Equipment. The consultant shall identify at least 3 vendors for office equipment, obtain price quotes and warranties, and prepare bid analysis.
  • Utilities. Depending on the choices made for expatriate housing and project office, the consultant shall identify and begin the process for connecting all relevant utilities – water, electricity, telephone, and Internet

The Consultant shall also be responsible for:

  • Updating a Google Sheets-based start-up tracker for managing all start-up tasks;
  • Provide oral and written debriefs of tasks completed and in progress, along with next steps;
  • Creating and maintaining an Excel based-list of all people and firms contacted during startup, including name, title, firm, email, and telephone information

 

Completion of some tasks may be beyond the control of the consultant, e.g. registration processes. The consultant shall endeavor to complete all tasks in a timely manner, and will prepare an oral and written debrief of remaining tasks in the tracker.   

Qualifications

Required Knowledge, Skills and Abilities:                

Include but are not limited to:

  • Previous field experience managing operations, finance, and administration of USAID-funded projects
  • Demonstrated start-up and/or close out of USAID-funded projects
  • Familiarity with USAID and Federal Acquisition Regulations

Minimum Requirements:

  • Minimum 10 years of relevant experience.
  • Fluency in French and/or Arabic required.

Education:   Bachelor’s degree preferred.

 

Supervisory Responsibility:  None

 

Travel:  This position will require deployment to Tunis, Tunisia for a six-week period.
