Evaluation Specialist - Ukraine

IBTCI is seeking an Evaluation Specialist for the anticipated USAID-Ukraine Final Performance Evaluation of the Municipal Energy Reform Project (MERP). This is a short-term consultancy position based in Ukraine and the U.S. The purpose of the evaluation is to: 1) assess the effectiveness of MERP’s efforts to enhance Ukraine’s energy security by improving the clean energy legislative and regulatory enabling environment, and promoting investment in clean energy; and 2) identify MERP elements that have significant potential for enhancing Ukraine’s energy security in the next five years. Field work for this evaluation would be conducted in October-November 2017, with the evaluation report to be submitted no later than December 31, 2017.


  • Finalize the evaluation design and methodology;
  • Develop data collection strategy, instruments, and protocols;
  • Direct data collection and compilation;
  • Conduct data analysis for evaluations and assessment;
  • Author, as needed, sections of the final evaluation report.


  • Strong understanding of data collection and analysis methodologies;
  • Expert knowledge of USAID Evaluation Policy and evaluation reporting requirements;
  • Experience designing and conducting performance evaluations of USAID energy activities preferred;
  • Knowledge of Eastern Europe/CIS region energy issues and previous experience in the region is desirable;
  • Proficiency in Ukrainian and/or Russian preferred;
  • Advanced degree in development or a related field, such as Economics, Statistics, Political Science, Public Administration, Business Administration, or other discipline related to development assistance required.
