Local Energy Specialist - Ukraine

IBTCI is seeking a Ukrainian Energy Specialist for the anticipated USAID/Ukraine Final Performance Evaluation of Municipal Energy Reform Project (MERP). This is a short-term consultancy position based in Ukraine. The purpose of the evaluation is to: 1) assess the effectiveness of MERP’s efforts to enhance Ukraine’s energy security by improving the clean energy legislative and regulatory enabling environment, and promoting investment in clean energy; and 2) identify MERP elements that have significant potential Foer enhancing Ukraine’s energy security in the next five years. Field work for this evaluation would be conducted in October-November 2017, with the evaluation report to be submitted no later than December 31, 2017.


  • Work with the Team Leader to finalize the evaluation design and methodology;
  • Develop data collection strategy, instruments, and protocols;
  • Conduct data analysis for evaluations and assessment;
  • Provide technical expertise to the team related to the energy sector;
  • Author, as needed, and provide expertise to sections of the final evaluation report.


  • Detailed knowledge of Ukraine's energy issues and Government of Ukraine energy policies;
  • Detailed knowledge of Ukraine's municipal energy sector, including key stakeholders and major challenges;
  • Experience in designing and conducting performance evaluations of energy;
  • Must be fluent in English and Ukrainian and/or Russian;
  • Advanced degree in engineering, energy, resource economics, or other discipline related to energy in international.
