Overview:  IBTCI seeks an M&E Expert (Tunisian National)  to participating in conducting a final performance evaluation of the “Business Reform and Competitiveness Project” in Tunisia, which is implemented through a contract to Pragma Corp. and managed by USAID’s Middle East Bureau Office of Technical Support. The objective of the activity is to create jobs for Tunisians. The purpose of this final evaluation is to understand to what extent the activity has been successful in creating sustainable employment/livelihoods in Tunisia and to provide input to determine the relative effectiveness of the activity’s approaches and inform new employment programming in Tunisia.  Must be a Tunisian National.


Essential Duties/Tasks and Responsibilities:  

  • Support the evaluation design, development of data collection tools, data collection, and data analysis.
  • Support the production and completion evaluation report in conformance with the scope of work.
  • Participate in the preparation and presentation of the key evaluation findings and recommendations to USAID team and other stakeholders.



Required Knowledge, Skills and Abilities:

  • National of Tunisia.
  • Previous experience with USAID evaluations
  • Strong experience in social science research methods.


Minimum Requirements:

  • At least 5 years of experience conducting performance evaluation.
  • Oral and written fluency in French and Arabic required.
  • Technical economic growth experience strongly preferred.
  • Excellent organization and writing skills and a demonstrated ability to deliver a quality written product.
  • Excellent oral communication, presentation, and interpersonal skills.
  • Fluency in speaking, reading, and writing English is required.



A Masters in evaluation or a related social science.


Supervisory Responsibility:  This position does not have supervisory responsibilities.


Travel:  Travel within Tunisia is required.
