Overview

Overview:  IBTCI is seeking a Project Manager to lead the anticipated Data and Evidence for Education Programs (DEEP) project, providing a global platform for aggregating, managing, analyzing and reporting data and evidence across USAID’s Education Strategy goals. The project will provide support and capacity building to USAID Missions around the world as well as USAID Washington, in establishing strong and rigorous quantitative and qualitative data systems that ensure consistent and continuous monitoring and evidence building on the effectiveness of education programs. The Project Manager will lead a global team of technical experts in education research and data analysis, and will be expected to travel up to 40% of the time.  This position is contingent upon award.

Responsibilities

Essential Duties/Tasks and Responsibilities:  

 

  • Leads and directs the development and implementation process for projects involving departmental or cross -functional teams focused on the delivery of new or existing projects.
  • Plans and directs project schedules and monitors budget/spending. Monitors the project/program from initiation through delivery;
  • Organizes project activities ensuring completion of research activities on schedule and within budget constraints;
  • Plans, directs, and coordinates activities for designated projects to ensure that goals and objectives are accomplished within prescribed time frame and funding parameters; 
  • Reviews project proposals and plans to determine scheduling, budget, procedures, staffing, and allotment of resources needed for projects;
  • Identifies activity needs and recruits and manages appropriate staff; 
  • Establishes work plans, and project teams to meet project goals and ensure compliance with policies. Provides guidance and training to managers and staff to achieve project goals; 
  • Establishes, serves and maintains partnerships with internal and external stakeholders on project matters; and 
  • Works with USAID, staff, and partners to translate project goals and objectives into implementable strategies and plans.

 

Qualifications

Required Knowledge, Skills and Abilities:

  • Demonstrated experience in education sector project management and implementation;  
  • Demonstrated strategic planning, staff development and capacity building experience; 
  • Demonstrated experience in leading and managing complex projects that are strategic in nature and international in scope; and
  • Significant experience in USAID’s target regions is highly preferred (including sub-Saharan Africa, the Middle East, and Latin America).

 

Minimum Requirements:

  • A minimum of 15 years project management experience with at least 10 years of experience in designing, implementing, and managing complex monitoring and evaluation frameworks for programs in developing countries;
  • Experience leading USAID funded projects of similar size and scope;
  • Strong analytical skills, including familiarity with statistical and similar programs, and ability to understand and write about complex topics; and
  • Must be able to read, write, and speak fluent English; fluency in Arabic, Spanish and/or French is preferred.

Education:  

 

  • Master’s degree in Education, Public Administration, or a related field.
