    IBTCI is seeking a local Water, Sanitation, and Hygiene (WASH) advisor who will develop training curriculum for Third-Party Monitors (TPMs), will train the TPMs in Somalia, and provide technical expertise in WASH monitoring tool development. The purpose of the Somalia Monitoring & Learning Project (SMLP) is to gather and provide independent, verifiable, primary data to USAID’s Office of U.S. Foreign Disaster Assistance (OFDA), Office of Food for Peace (FFP), and their partners regarding the outputs, outcomes, progress, quality, challenges, successes and lessons learned from activities funded by OFDA and FFP in Somalia.  The primary task of SMLP to establish an independent, impartial third-party monitoring system to verify and provide independent confirmation of humanitarian programs in Somalia funded by OFDA and FFP. Must be a Kenyan or Somali national.



    The consultancy is expected to be 14 days.  The Advisor will develop the training curriculum and PowerPoint presentation (10 days) and provide written feedback on the tools (one day) in Kenya.  The Advisor will conduct the four-hour training and provide four hours of consultation to TPMs in Somalia (two days for travel and one day for training and consultation).


    Essential Duties/Tasks and Responsibilities:  

    • Develop training curriculum and train Third-Party Monitors (TPM) in Somalia on (a) WASH Cluster Group WASH standards in water sanitation, hygiene promotion and (b) Somalia WASH indicators (program design and implementation, hygiene promotion, water, and sanitation).
    • Provide an overview of common types of water supply and sanitation infrastructures and issues related to the construction, rehabilitation, functionality, and sustainability of these structures.
    • Deliverables will include (a) one, four-hour training curriculum (soft and hard copies of curriculum), (b) a PowerPoint presentation of the training, (c) one completed training, (d) four hours of consultation to TPMs, and (e) written feedback on the tools. All deliverables will be approved by the Chief of Party.
    • Other duties as assigned.


    Required Knowledge, Skills and Abilities:

    • Proven track record in training, coaching and supervision of staff.
    • Ability to work in an international team.
    • Willingness to work in an unstable and insecure environment.


    Minimum required experience:

    • At least 5 years of relevant work experience in the field of water and/or sanitation.
    • Hands-on experience in WASH, preferably in an emergency or development context and in Somalia.
    • A good command of the English and Somali language.
    • Available by mid-November through mid-December.

    Education:  Advanced degree from an accredited university/college in relevant field.


    Working Environment:  Work is typically performed in an office environment.

    Physical Requirements:  This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

    Supervisory Responsibility:  This position does not have supervisory responsibilities.


    Travel:  International travel required.
