Overview: IBTCI is seeking a Team Leader / Seed Sector Expert for the Mid-term Evaluation of the FTF Malawi Improved Seed Systems and Technologies (MISST) Project. The primary purpose of this mid-term performance evaluation is to assess the effectiveness of the MISST design and implementation processes. This evaluation will also inform management what course corrections, if any, are needed. Additionally, through this evaluation, USAID seeks strategic and programmatic options for future engagement to support seed production and dissemination in Malawi.


Essential Duties/Tasks and Responsibilities:  

  • Serve as Team Leader and provide overall leadership to the team.
  • Participate in team meetings, key informant interviews and site visits.
  • Finalize Evaluation design, coordinate activities, and arrange periodic meetings.
  • Coordinate the process of assembling the final findings and recommendations into a high quality document.
  • Lead the preparation and presentation of the key Evaluation findings and recommendations to the USAID/Malawi team and other major partners.
  • Evaluate major constraints in achieving expected project results.
  • Provide specific recommendations and lessons learned on strategies and approaches USAID/Malawi should pursue in the remaining period of MISST’s implementation as well as future seed production and distribution activities.
  • Draft and present final report for USAID and/or other stakeholders.


Required Knowledge, Skills and Abilities:

  • Extensive experience conducting quantitative and qualitative assessments.
  • Familiarity with USAID regulations and systems including performance monitoring, gender policies and guidance, project management, budgeting, financial analysis, and reporting.
  • Experience in international donor development program management including overseeing multiple program areas simultaneously preferred.


Minimum Requirements:

  • Previous experience preparing documents that are objective, evidence-based, and well organized.
  • Oral and written fluency in English required.


Education:  Postgraduate degree in relevant field, with at least 10 years of international experience in the seed sector and conducting USAID evaluations, ideally for seed sector, agricultural input projects required.  Relevant experience in Malawi or Eastern/Southern Africa preferred. 


Working Environment: Work is typically performed in an office environment.  There will also be some field work.


Physical Requirements:  This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

Supervisory Responsibility:  This position does have supervisory responsibilities.


Travel:  International travel may be required.
