Overview:  IBTCI is seeking a local Agriculture Specialist for the Mid-term Evaluation of the FTF Malawi Improved Seed Systems and Technologies (MISST) Project. The primary purpose of this mid-term performance evaluation is to assess the effectiveness of the MISST design and implementation processes. This evaluation will also inform management what course corrections, if any, are needed. Additionally, through this evaluation, USAID seeks strategic and programmatic options for future engagement to support seed production and dissemination in Malawi.  Must be a Malawi National.


Essential Duties/Tasks and Responsibilities:  

  • Participate in team meetings, key informant interviews, group meetings, site visits.
  • Draft the sections of the report relevant to the role in the team.
  • Participate in presenting the report to USAID or other stakeholders.
  • Responsible for addressing pertinent comments provided by USAID/Malawi or other stakeholders.
  • Support all Deliverables and activities under the evaluation.


Required Knowledge, Skills and Abilities:

  • Extensive experience conducting quantitative and qualitative assessments.
  • Familiarity with USAID regulations and systems including performance monitoring, gender policies and guidance, project management, budgeting, financial analysis, and reporting.
  • Experience in international donor development program management including overseeing multiple program areas simultaneously preferred.


Minimum Requirements:

  • Must be a Malawi national with at least 5 years of field experience in evaluation, preferably with some sectoral experience with agricultural and improved seed.
  • Previous USAID experience required.
  • Oral and written fluency in English required.


Education:  Postgraduate degree in agriculture, agriculture economics or a related field required.


Working Environment:  Work is typically performed in an office environment.


Physical Requirements:  This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.


Supervisory Responsibility:  This position does not have supervisory responsibilities.


Travel:  International travel may be required.
