Overview

Overview: IBTCI is seeking a Team Lead for the United Nations’ World Food Program (WFP) to lead a team conducting a Country Portfolio Evaluation of WFP’s operation in Ethiopia.  The period of performance is expected to be from December 2017-June 2018.  Ethiopia is one of the largest operations of WFP. The objective of the activity is threefold: i) to assess the quality of the data and the analysis used by WFP to assess and respond to food security and nutrition needs, ii) to assess which additional factors have determined the existing response, iii) and to assess whether WFP has contributed to placing the issue of food security on the national agenda. This position is contingent upon award.

Responsibilities

Essential Duties/Tasks and Responsibilities:  

  • Responsible for the overall management of the evaluation team and the final products.
  • Coordinate evaluation activities.
  • Ensure the production and completion of an evaluation report in conformance with the scope of work and timelines.
  • Responsible for quality assurance and timely submission of all deliverables, including a high quality analysis and a final evaluation report.
  • Lead the preparation and presentation of the key evaluation findings and recommendations to the WFP team and other stakeholders.

 

Required Knowledge, Skills and Abilities:

  • Technical food security expertise or experience managing food security activities, preferably in Ethiopia is required.
  • Technical experience related to nutrition, emergency preparedness, and resilience is required.
  • Experience in different assistance modalities (cash and vouchers, in-kind) in different settings (general, food distributions, school meals, refugee camps, etc.) is required.
  • Excellent organization and writing skills.
  • Demonstrated ability to deliver a quality written product.
  • Excellent communication, presentation, and interpersonal skills.
  • Oral and written fluency in Amharic preferred.

Qualifications

Minimum Requirements:

  • At least 10 years of experience in leading and conducting evaluations of development activities.
  • Relevant, demonstrable experience building capacity within Ethiopian government agencies required.
  • Prior experience conducting monitoring and evaluation assessments of international development programs required.
  • Experience applying social science evaluation methods, especially performance evaluations, qualitative data collection methods, and other relevant data collection/analysis techniques in a development context required.
  • Fluency in speaking, reading, and writing English required.

Education:  Post graduate degree in Monitoring and Assessment, International Development, Nutrition, or related field  required.

 

Working Environment: Work is typically performed in an office environment, with some time spent in the field.

 

Supervisory Responsibility:  This position does have supervisory responsibilities.

 

Physical Requirements:  This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

 

Travel:  International travel may be required.
