Overview:

IBTCI implements Somalia Program Support Services (SPSS), an Indefinite Delivery and Indefinite Quantity contract focused on providing monitoring and evaluation services to the USAID-Somalia Office. As part of SPSS, IBTCI seeks candidates for a Qualitative Specialist for an evaluation of the Transition Initiatives for Stabilization Plus (TIS+) program. TIS+ seeks to promote stabilization in Somalia through good governance, economic growth, and countering violent extremism.

 

Phase III and IV of the TIS+ baseline/endline assessment will take place from December 2017 through July 2019 and the estimated total LOE for this position is 300 days.

Responsibilities

Essential Duties/Tasks and Responsibilities:  

  • Contribute to the development of the endline tool kit and work plan;
  • Develop a coding system to sort, filter or group different types of activities and instruct and guide the TIS+ evaluation team in applying the proposed categorization and coding system;
  • Assist with development of training materials and observe training sessions for focus group discussion and interview facilitators;
  • Research and identify relevant key informants and conduct key informant interviews as assigned by Team Leader;
  • Provide quality assurance for the data collection subcontractor for all qualitative data;
  • Analyze all qualitative data, prepare findings, and draft and review sections of the Endline Evaluation Reports and the Comparative Analysis report;
  • Assisting in the development and presentation of findings to USAID and other key stakeholders

Qualifications

Required Knowledge, Skills and Abilities:

  • Previous work experience in qualitative data collection and data analysis methods;
  • Experience with community-based programming and participatory methods in insecure / fragile environments;
  • Knowledge of programming focused on Countering Violent Extremism preferrred;
  • Understanding of Somali gender issues preferred.

Minimum Requirements:

  • At least 5 years of experience with qualitative data collection in fragile environments;
  • Strong communication and inter-personal skills required for working with multi-cultural, multi-lingual and multi-ethnic teams;
  • Excellent oral and written communication skills in English required.

Education:  Bachelor’s degree in social science, political science, international relations or other relevant field required. Master’s degree or higher strongly preferred.

 

Supervisory Responsibility:  This position has no supervisory responsibilities.

 

Travel:  International travel is required.
