    Overview:

    IBTCI is currently seeking Technical Experts to support the upcoming USAID/Southern Africa Monitoring and Evaluation to Collaborate, Learn, Adapt, and Knowledge Management (MECLAK) program. The MECLAK IDIQ will provide a central platform for the procurement of support services that will strengthen, support, and facilitate USAID’s Monitoring and Evaluation (M&E), Collaborating, Learning and Adapting (CLA), and Knowledge Management (KM) practices and approaches within USAID Missions in Southern Africa and in USAID activities across Southern Africa. The IDIQ contract will support USAID programs in the 14 Southern Africa countries (Angola, Botswana, Comoros, Lesotho, Madagascar, Malawi, Mauritius, Mozambique, Namibia, Seychelles, South Africa, Swaziland, Zambia, and Zimbabwe) plus the USAID/Southern Africa Regional Mission located in Pretoria, South Africa.

    Qualifications

    Required Knowledge, Skills and Abilities:

    • Familiarity with USAID’s objectives, approaches and operations, particularly as they relate to M&E, CLA, and KM;
    • Proven ability to work with a diverse team;
    • Ability to travel as needed;
    • Excellent written and spoken English skills required;
    • Written and oral proficiency in a local language strongly preferred.

    Minimum Requirements:

    • Minimum of 5 years’ project implementation experience with USAID or other development donors in the Southern Africa region; notably Angola, Botswana, Comoros, Lesotho, Madagascar, Malawi, Mauritius, Mozambique, Namibia, Seychelles, South Africa, Swaziland, Zambia, and Zimbabwe;
    • Demonstrated experience designing and conducting USG-sponsored evaluations and/or assessments or monitoring activities required;
    • Demonstrated qualitative and quantitative research experience is required;
    • Knowledge of Southern Africa region development issues required;
    • Demonstrated experience working in climate change, clean energy, PEPFAR, and/or agriculture strongly preferred;
    • Candidates from Southern Africa region strongly encouraged to apply.

    Education:  

    At least a Bachelor’s degree required in a related field. Postgraduate degree preferred.

    Supervisory Responsibility:  This position may have supervisory responsibilities.

     

    Travel: International travel may be required.
