    Overview: IBTCI is currently seeking a qualified Procurement Specialist for work under a monitoring and evaluation support services project funded by the United States Agency for International Development Tunisia and Libya Missions (USAID/Tunisia and USAID/Libya). The USAID/Tunisia and USAID/Libya Monitoring and Evaluation in Tunisia and Libya (METAL) is a multi-year project focusing on the provision of Monitoring, Evaluation, and Learning services across multiple development sectors in both Tunisia and Libya.

     

    The Procurement Specialist will work closely with the METAL Chief of Party, field office staff, and Home Office staff to undertake the key procurements as described below.

     

    This is a short-term consultant position based in Tunis, and is open to Tunisian Nationals only. This position is expected to begin work in early January 2018, and has Level of Effort of six (6) business days.

    Responsibilities

    Essential Duties/Tasks and Responsibilities:  

    The Procurement Specialist will be responsible for undertaking key procurements for the METAL field office team, specifically:

    • Identifying potential office locations in Tunis, Tunisia meeting METAL criteria and budget;
    • Producing high-quality security reports for each potential office location, meeting METAL standards and criteria, including photos;
    • Negotiating the terms of an office lease, including terms for maintenance, upkeep, and other items determined in consultation with the COP and IBTCI home office staff;
    • Produce an accurate English translation of the lease agreement;
    • Any other duties related to office procurement as designated by the COP.

    Qualifications

    Required Knowledge, Skills and Abilities:

    • Must be detail orientated and able to work in a fast pace environment;
    • Full computer literacy;
    • Ability to communicate with Tunisian government authorities, private;
    • Previous experience working with the US Government or US Government contractors is a plus;
    • Previous experience in the security sector is a plus.

    Minimum Requirements:

    • Minimum 10 years of progressively responsible experience handling complex procurements, including conducting negotiations and price analysis;
    • Minimum 10 years of experience in procurement, logistics, and administrative support roles;
    • Oral and written fluency in Tunisian Arabic, French, and English required;
    • Must be a citizen or permanent resident of Tunisia;

    Education: Bachelor’s degree in relevant field.

     

    Working Environment:  Work is typically performed in an office environment.

     

    Physical Requirements:  This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

     

    Supervisory Responsibility:  This position does not have supervisory responsibilities.

     

    Travel:  Local travel only.

     

    Work Authorization:  Must be authorized to work in Tunisia.
