IBTCI is seeking a Team Leader for a midterm performance evaluation of the USAID/Iraq Funding Facility for Stabilization (FFS) Program.  The purpose of the evaluation is to identify factors that promote or impede positive outcomes from FFS stabilization interventions from July 2015 through December 2017 to inform ongoing and new stabilization activities and other USAID/Iraq programs.  The period of performance is expected to be from March-August 2018.  This position is based in Iraq.



Essential Duties/Tasks and Responsibilities:  

  • Responsible for the overall management of the evaluation team and the final products.
  • Coordinate evaluation activities.
  • Ensure the production and completion of the evaluation report is in conformance with the scope of work and timeline.
  • Responsible for quality assurance and timely submission of all deliverables, including a high quality analysis and a final evaluation report.
  • Lead the preparation and presentation of the key evaluation findings and recommendations to the USAID team and other stakeholders.


Required Knowledge, Skills and Abilities:

  • Experience in programs intended to encourage the return of IDPs and to promote reconciliation is preferred.
  • Understanding of programs providing for the delivery of critical services (ex. Health, water, power and education), employment and livelihood preferred.
  • Demonstrated ability to deliver a quality written product.
  • Excellent communication, presentation and interpersonal skills.


Minimum Requirements:

  • At least 10 years of experience in leading and conducting evaluations of development activities required.
  • Prior experience conducting monitoring and evaluation assessments of international development programs required.
  • Experience applying social science evaluation methods, particularly performance evaluations, qualitative data collection methods and other relevant data collection/analysis techniques in a development context required.
  • Stabilization sector expertise is required.
  • Oral and written fluency in English required; fluency in Arabic preferred.

Education:  Post graduate degree in monitoring and assessment, international development or related field required.


Supervisory Responsibility:  This position does not have supervisory responsibilities.


Travel:  International travel required.
