    IBTCI (International Business & Technical Consultants, Inc.) is seeking a new Team Leader for our ongoing Impact Evaluation (IE) of the USAID/Rwanda Soma Umenye (“Read and Learn”) EGRA project.  This is a five-year project (Sept. 2016-Sept. 2021), with the position anticipated to become available in March 2018, following presentation of the first year report.  At this point, we envision service will be performed as an intermittent consultant.


    IBTCI is conducting a Randomized Control Trial (RCT) of a nationwide activity intended to improve the teaching and learning of Kinyarwanda for grades Primary 1-3.  In addition to using EGRA to assess reading annually through 2019, the IE is looking at changes in teacher performance and in the impact of the activity on improving student retention and progress and on possible spill-over impact on performance of mathematics at the end of Primary 3 in September/October 2019.  In addition, the IE will be looking at relationship of school feeding on student learning, on learning for children with disabilities, and on other topics that the IE may suggest would be useful for further study.  The Rwanda school year runs from January to November.


    • Provide leadership to other team members in conducting the IE and preparing reports (primarily the annual reports and the annual work plans)
    • Conduct interviews, observations, meetings, discussions, document reviews, and the like as required.
    • Interact effectively with USAID’s COR and with staff of the implementing partner, Chemonics, in the U.S. and in Rwanda
    • Provide information and suggestions as appropriate to USAID, our own partners, and the implementing partner and its partners
    • Maintain the quality of all work being performed under IBTCI’s task order.
    • Provide information and recommendations to IBTCI as requested/required and responding to queries from stakeholders, all in a timely fashion.
    • Perform such other activities as is commonly encompassed within the role of a Team Leader.
    • Submit accurate financial records and approve work performed by other team members.
    • Any other duties as assigned.


    • At least 12 years’ experience in implementing and/or evaluating basic education activities in developing countries required. At least eight years should have involved literacy, reading, or a related field.
    • Minimum of six years’ experience in management of basic education activities and/or of evaluation activities, with experience with USAID activities required.
    • Four years’ experience with evaluation of development activities; experience in the management (which can include service in a leadership position) of at least two impact evaluations, at least one of which should be in the education sector.
    • Experience working collaboratively, in a lead position, with other stakeholders.
    • Solid qualitative, quantitative, and analytical skills expected.
    • Experience in sub-Saharan Africa highly desirable.
    • Master’s degree in International Affairs, International Development, Education, Policy Analysis, Public Administration, Statistics/Social Research, or related fields required.
