    IBTCI is seeking an experienced business development consultant for a short-term assignment to assist the Senior Business Development Consultant in pursuing new teaming/vendor opportunities and relationships related to the Solutions for Intelligence Analysis 3 (SIA 3) Indefinite Delivery Indefinite Quantity (IDIQ).  SIA 3 is a non-personal services contract to provide the United States Defense Intelligence Agency (DIA), its Defense Intelligence Enterprise (DIE) mission partners and its Intelligence Community (IC) mission partners with Analytic and Analysis expertise services support.  The New Business Development Consultant will assist the Senior Business Development Consultant in developing vendor and/or subcontracting relationships with SIA 3 large and small businesses that have received a Viable rating by DIA.


    Essential Duties/Tasks and Responsibilities:  

    • Identify/confirm approved list of viable-rated large and small businesses for SIA 3 RFP response.
    • Assist the Senior Business Development Consultant in refining outreach and communication strategies to said businesses.
    • In coordination with the Senior Business Development Consultant, pursue face to face meetings with Primes and Subs through targeted outreach to effectively communicate IBTCI’s value proposition (i.e., timely, relevant, verifiable, corroborative/multi-sourced, and immediately actionable to planners and operators).
    • Create tangible and actionable opportunities for IBTCI to partner with SIA 3 Primes and Subs.


    Required Knowledge, Skills and Abilities:

    • Demonstrated experience in business development/consulting with the Department of Defense (DoD) and Intelligence Community, with particular acumen in analytic services and operational support.
    • Understanding/knowledge of all-source analytic staff augmentation practices.
    • Experience and/or knowledge of national-level intelligence analysis, general military intelligence, intelligence planning, management and implementation, support to deployed forces, rapid response crisis and intelligence analysis training.


    Minimum Requirements:

    • Knowledge and familiarity of DoD programs, specifically, DIA’s Solutions for Intelligence Analysis 4 (SIA 3) program required.
    • Knowledge/familiarity with SIA 3 RFP and Statement of Work (SOW), particularly the organizational, geographic scope and mission task areas of the SOW required.
    • Experience with multiple award Indefinite Delivery/Indefinite Quantity (IDIQ) contracts.


    Education:  Bachelor’s degree in Business Administration or other related field required.


    Working Environment:  Work is typically performed in an office environment.


    Physical Requirements:  This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.


    Supervisory Responsibility:  This position does not have supervisory responsibilities.


    Travel:  Not required.
