Job Title: Logistics and Emergency Preparedness and Response Expert

Department/Location: Madagascar, Antananarivo

Overview: IBTCI is seeking a Logistics and Emergency Preparedness and Response Expert for the United Nations’ World Food Program (WFP) to advise a team conducting Evaluations of WFP’s operation in Madagascar.  The evaluation will benefit the WFP country office and will take into accounting past and present activities in order to inform the development of new Provisional Strategic Plans on connection with the MAP’s Integrated Roadmap and the 2030 Sustainable Development Goal. The period of performance is expected to be from around February 2018 through July 2018.  This position is contingent upon award.

Responsibilities

Essential Duties/Tasks and Responsibilities:

  • Will evaluate the effectiveness and efficiency of WFP Special Operations, EMOPs and relief and recovery in the areas of emergency preparedness, targeting, relevant M&E systems responses and other aspects under the SOW.
  • Will oversee logistics of evaluation activities
  • Will work on gender and risk assessments in the field as required by the SOW and generate respective reports.
  • Evaluate and analyze emergency preparedness reports.
  • Assessment of capacity development and gender analysis.
  • Establish partnerships, outreach
  • Risk/security assessment.

 

Qualifications

Required Knowledge, Skills and Abilities:

  • Strong experience participating in evaluation teams in a technical key role is required
  • Experience evaluating EPR systems, humanitarian policy, logistics,/supply chain service
  • Experience working with security risk assessments is required
  • Experience working with new digital tools as they relate to humanitarian assistance is required.
  • Strong understanding of peacebuilding, conflict resolution, partnerships and gender analysis is required.
  • Relevant experience and knowledge of the Madagascar local context is required

 

Minimum Requirements:

  • 4 years of experience working with an international organization on program evaluations is required
  • 5 years of proven experience in Climate Change, Food Security, and Livelihoods and Resilience programming is highly desirable
  • Excellent experience writing reports for international donor organizations
  • Strong interpersonal experience is required
  • 4 years of experience evaluating international programs is required
  • Professionally fluency in written and spoken French is required.
  • WFP experience and knowledge of policies and procedures is highly preferred

 

Education:  Bachelor’s degree in Global Affairs, International Development or Monitoring and Evaluation related fields is required. Master’s degree in preferred.

Working Environment: Work is typically performed in an office environment, with some time spent in the field.

Supervisory Responsibility:  This position does not have supervisory responsibilities.

 

Physical Requirements:  This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

 

Travel:  International travel may be required.
