Job Title: Team Leader

Department/Location: Madagascar, Antananarivo

Reports To: Home Office Evaluation Manager

Overview: IBTCI is seeking an Evaluation Team Leader for the United Nations’ World Food Program’s (WFP) operation in Madagascar.  The evaluation will benefit the WFP country office and will take into account past and present activities in order to inform the development of new Provisional Strategic Plans on connection with the MAP’s Integrated Roadmap and the 2030 Sustainable Development Goal. The period of performance is expected to be from around February through July 2018.  This position is contingent upon award.

Responsibilities

Essential Duties/Tasks and Responsibilities:

  • Will provide overall team leadership and strategic guidance of evaluation activities
  • Will provide overall guidance and planning during the course of the evaluation
  • Will lead the Country Portfolio Evaluation based on mixed methods, and the ability to resolve problems.
  • Responsible for ensuring high quality analysis and synthesis of evaluation products.
  • Responsible for ensuring the timely submission of all deliverables and products.

Qualifications

Required Knowledge, Skills and Abilities:

  • 5 years of Experience evaluating country office portfolios related to food assistance is required.
  • Knowledge and skills in gender programing and analytics is required
  • Relevant experience and knowledge of the Madagascar local context is required
  • Strong knowledge of food security and assistance subject matter is highly preferred.
  • Demonstrated experience in leading country program evaluations and leading teams is preferred
  • Knowledge of conflict resolution and peacebuilding is required

 

Minimum Requirements:

  • 10 years of experience working with an international organization on program evaluations is required
  • 10 years of experience leading evaluation teams.
  • Strong experience working with food assistance evaluations is required
  • Professional fluency in written and spoken French is required
  • Excellent leadership and communication skills are required
  • WFP experience and knowledge of policies and procedures is highly preferred

 

Education:  Bachelor’s degree in Global Affairs, International Development or Monitoring and Evaluation related fields is required. Master’s degree in preferred.

Working Environment: Work is typically performed in an office environment, with some time spent in the field.

Supervisory Responsibility:  This position does have supervisory responsibilities.

 

Physical Requirements:  This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

 

Travel:  International travel may be required.
