Overview

This is a short term-US based consultancy position, with an anticipated 30 day level of effort over a 2 month period of performance.

 

Overview: IBTCI is currently seeking Stabilization Assessment Team Leader for work under a monitoring and evaluation support services project funded by the United States Agency for International Development/Yemen (USAID/Yemen). The USAID/Yemen Monitoring and Evaluation Project II (YMEPII) is a multi-year project focusing on the provision of Monitoring, Evaluation, Learning, and Research services across multiple development sectors in Yemen. Candidates should possess a successful track record in conducting thorough and accurate research, and producing detailed written deliverables.

Responsibilities

Essential Duties/Tasks and Responsibilities:  

The Stabilization Assessment Team Leader will provide overall research, analysis, and report writing functions for a Permissive Stabilization Programming Areas Assessment to inform USAID/Yemen decision-making and information needs. Specifically this will entail:

  • Serving as the primary lead on research, analysis, and deliverable writing.
  • Producing research product in a timely manner, based on client needs.
  • Conducting Key Informant Interviews (KIIs) with local organizations, USG stakeholders, international donors/partners, and subject matter experts.
  • Adhering to U.S. Government, IBTCI, and local government rules, regulations, and standard operating procedures.
  • Delivering high-quality outputs in accordance with the agreed upon work plan and timeframe.

Qualifications

Required Knowledge, Skills and Abilities:                 

  • Excellent research and qualitative and analysis skills.
  • In depth knowledge of USG-led stabilization initiatives.
  • Excellent writing skills, specifically with producing deliverables for USG customers.
  • Excellent oral and written communications skills.
  • Experience conducting assessments for USG customers.
  • Experience in the MENA region preferred, specific Yemen experience a plus.

 

Minimum Requirements:

  • At least 7 years of professional experience in conducting stabilization-related research, analysis, and assessments in an international development context.
  • Demonstrated familiarity and work in conflict contexts required.
  • Oral and written fluency in English; Arabic proficiency is a plus.

 

Education:  Advanced degree in International Development, Political Science, or a related social science field required.

 

Supervisory Responsibility:  This position does not have supervisory responsibilities.

 

Working Environment:  Work is performed in a typical corporate office environment.

 

Physical Requirements:  This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

Travel: International travel required.
