    MECC is a five-year contract implemented by IBTCI and its subcontractor, Management Systems International (MSI), to provide monitoring, evaluation, analytic, coordination, and research services to the Mission’s Country Development Cooperation Strategy (CDCS), and the USAID/DFID joint education program (ACCELERE!). It is intended to support Mission-wide objectives and provide analytical tools and services that allows the Mission to undertake performance management that will guide them in the full implementation of the CDCS PMP and ACCELERE! results framework.  MECC services include performance monitoring, support to the Mission’s Learning Agenda, coordination among stakeholders at the provincial level, and M&E capacity building for Mission staff, IPs, and other relevant stakeholders.


    The Senior M&E Specialist will provide short-term technical support to Component 1 and 2 in the execution of technical activities under the MECC contract.  Specific tasks include, but are not limited to, the following:


    Essential Duties/Tasks and Responsibilities:  

    Data Analysis:


    • Assist in the production and quality control of assessments, data, analytical reports, and evaluations.
    • Assist in the analysis of USAID CDCS PMP data, particularly in support of the Annual Mission Portfolio Review (MPR).
    • Help to ensure that monitoring and evaluation activities under this contract are in accordance with USAID regulations and USAID Education technical and reporting requirements.


    Training in MEL:


    • Support in the design of training materials and provide training as requested for USAID/DRC staff and/or partners on activity-level monitoring and monitoring and evaluation plan development.


    Quality Assurance:

    • Timely and substantive review and finalization of deliverables and reports for submission to USAID, ensuring that they meet USAID and IBTCI quality standards.
    • Assist in the preparation of project presentations and publications, ensuring that they meet both USAID and IBTCI quality standards.
    • Provide quality control for select deliverables prior to submission to the COP and HO, in accordance with established protocols and guidelines, and USAID and IBTCI standards.
    • Support the preparation of ad hoc technical reports as needed, working the Technical Teams and the COP.
    • Plan and coordinate the preparation and delivery of USAID quarterly and annual reports with the input of the technical and operations staff.

    Technical support and guidance to technical teams / staff:

    • Under the direct supervision of the COP, monitor the planning process of select Task Order work processes in collaboration with relevant Technical staff
    • Routine monitoring of the work plan and workflow processes and problem-solving against constraints experienced in consultation with the Field and HO team

    Internal Monitoring and Evaluation

    • Lead the implementation of the MECC Monitoring, Evaluation and Learning (MEL) plan, including updating as necessary.
    • Establish and ensure maintenance of a filing system for all hard and soft copy program documents required for internal M&E purposes.
    • Maintain all MECC performance monitoring data.   


    • Other technical or administrative tasks as assigned by the COP or her delegate.   
    • Any other duties as assigned.


    Required Knowledge, Skills and Abilities:

    • Demonstrated skills in working collaboratively with others to create and maintain a team environment and culture.
    • Excellent verbal and written communications skills in English, professional proficiency in French.
    • Demonstrated knowledge of USAID M&E principles and requirements, including familiarity with ADS 201.
    • Demonstrated ability to produce and edit reports and technical documents.
    • Familiarity with standard/office IT applications including program management software.

    Minimum Requirements:

    • At least 5 years of experience in program management and contract compliance.
    • Strong organizational skills, analytical capabilities, able to work in a fast-paced environment, demonstrated ability to handle multiple tasks.
    • Must hold valid DRC visa or other work authorization to work in DRC.
    • Must be able to mobilize to Kinshasa within one week of hire.



    • Bachelor’s degree in relevant field required. Master’s degree preferred.


    Supervisory Responsibility:  This position does have supervisory responsibilities.


    Travel:  International travel may be required.
