Job Title: Evaluation Specialist

Classification: This is a managerial, exempt level position


Overview: IBTCI is seeking an Evaluation Specialist for the USAID- Securing Water for Food Activity. This is a long-term employee position that may be based in any of the four regions listed above, or the U.S. The purpose  of this contract could include (but are not limited to) improve technologies for irrigation, real-time water quantity monitoring, post-harvest water demand reduction, salinity reduction, and water reuse/efficiency storage activities within the food value chain. SWFF also seeks to support business and financial innovations that enable the increased adoption and dissemination of science and technology solutions. This position is contingent upon award.


 Essential Duties/Tasks and Responsibilities:  

  • Support Team Leader.
  • Oversee capacity building and training.
  • Assist with performance monitoring and evaluation to ensure all project targets are met.
  • Coordinate between partnerships and identify networks/ opportunities for collaboration.
  • Manage all activities related to evaluation services, ensuring production and completion of quality reports, as determined by the SOW and all evaluation requests.
  • Ensure all technical personnel have the appropriate technical knowledge necessary for his/her job tasks.
  • Any other duties as assigned.


Required Knowledge, Skills and Abilities:

  • Excellent communication and management skills.
  • Proven ability to work with a diverse team in challenging environments.
  • Proven experience designing and reviewing Performance Monitoring Plans (PMPs).
  • Experience leading and conducting Data Quality Assessment (DQA) activities in the field.
  • Proven expertise in monitoring and evaluating related technical areas.
  • Proven experience in performance and impact evaluation designs, methodologies and practical applications, including baseline data collection methodologies.
  • Fluency in a second or third language desirable.


Minimum Requirements:

  • Minimum of 8 years’ experience in M&E, with a focus on either institutional arrangements or water/ ag sector marketing in developing countries.
  • Strong qualitative and/or quantitative evaluation skills, including sample design, mixed method designs, data analysis and instrument development.
  • Experience evaluating Grand Challenge innovation programs.
  • Advanced interpersonal skills, including experience successfully interacting with host government officials, civil society partners, and other stakeholders.
  • Familiarity with United State Agency for International Development (USAID), Swedish International Development Cooperation Agency (Sida), Ministry of Foreign Affairs of the Kingdom of the Netherlands (MFA-NL), or the South African Department of Science and Technology (DST) required.
  • Demonstrable sectorial expertise in water efficiency and reuse, water capture and storage, saltwater intrusion (especially in coastal aquifers, deltas and estuaries) required.
  • Excellent writing skills, with extensive report writing experience.


Working Environment: Corporate office environment as well as field work.


Education:  Post graduate degree in development or a related development field, such as Economics, Business, Statistics, Biodiversity Conservation, International Development, Public Administration, or other discipline related to development assistance required.


Supervisory Responsibility:  This position does have supervisory responsibilities.


Travel:  International travel required.
