Job Title:  Local Evaluator                                                 

Department/Location: LAC/ MENA/ S. Asia/ Sub-Saharan African Region

Reports To: Team Leader                     

Type: Regular, Full-time Employee

Classification: This is a managerial, exempt level position                          

 

Overview: IBTCI is seeking a Local Evaluator for the USAID- Securing Water for Food Activity. This is a long-term employee position that may be based in any of the four regions listed above, or the U.S. The purpose  of this contract includes (but is not limited to) improving technologies for irrigation, real-time water quantity monitoring, post-harvest water demand reduction, salinity reduction, and water reuse/efficiency storage activities within the food value chain. SWFF also seeks to support business and financial innovations that enable the increased adoption and dissemination of science and technology solutions. This position is contingent upon award.

Responsibilities

 Essential Duties/Tasks and Responsibilities:  

  • Assist with performance monitoring and evaluation to ensure all project targets are met.
  • Assist with coordination between partnerships and identify networks/ opportunities for collaboration.
  • Ensure overall completion of the Contract Scope of Work (SOW).
  • Maintain regular communication with the client and submitting all deliverables.
  • Ensure deliverables, especially reports, are of a high quality with minimal errors.
  • Obtain Contracting Officer Representative (COR) approvals for deliverables, international travel, etc..
  • Identify potential problems and offering possible solutions.
  • Create and submit financial reports, and any other services deemed necessary for the successful implementation of the SOW.
  • Lead all technical evaluation activities and teams in the field.
  • Collaborate with the team leader and home office staff to ensure efficient evaluation implementation.
  • Any other duties as assigned.

Qualifications

Required Knowledge, Skills and Abilities:

  • Strong written and oral communication skills.
  • Experience with water productivity technology adoption in developing countries.
  • Extensive experience with major evaluations.
  • Excellent writing skills, with extensive report writing experience.
  • Knowledge of transition programming in complex environments preferred.
  • Fluency in a second or third language is desirable.

 

Minimum Requirements:

  • At least 5 years of professional experience in project evaluation.
  • Proven expertise conducting M&E for international development projects in the field, preferably in agricultural and water sectors.
  • Minimum of 10 years’ experience with marketing of water/ag related products and processes
  • Familiarity with one of the following donors is required - United State Agency for International Development (USAID), Swedish International Development Cooperation Agency (Sida), Ministry of Foreign Affairs of the Kingdom of the Netherlands (MFA-NL), or the South African Department of Science and Technology (DST).
  • Demonstrable sectorial expertise in water efficiency and reuse, water capture and storage, saltwater intrusion (especially in coastal aquifers, deltas and estuaries) is required.
  • Citizenship in one of the four regions listed (LAC/ MENA/ S. Asia/ Sub-Saharan African Region) is required.

Working Environment: Corporate office environment as well as field work.

 

Education: Bachelor’s degree in development or a related development field, such as Economics, Business, Statistics, Biodiversity Conservation, International Development, Public Administration, or other discipline related to development assistance required.

 

Supervisory Responsibility:  This position does have supervisory responsibilities.

 

Travel:  International travel required.
