    Overview: IBTCI is seeking a Team Leader to conduct evaluations in the field of humanitarian assistance for UNFPA.  The evaluation will take into accounting UNFPA’s capacity to respond to humanitarian crises and use of the population data in humanitarian preparedness and response.  The period of performance is expected to be between 12-20 months during 2018.  This position is contingent upon award.



    Essential Duties/Tasks and Responsibilities:

    • Support UNFPA and manage the UNFPA activity team members.
    • Guide and manage the team throughout the evaluation phases.
    • Set out the methodological approach to use during a specific activity.
    • Lead the first (pilot) field mission.
    • Review and consolidate the team members’ inputs to ensure quality and timeliness of the evaluation deliverables.
    • Liaise with the UNFPA Evaluation Office and representing the evaluation team in meetings with stakeholders.
    • Deliver the inception report and the draft final and final evaluation reports (as well as other deliverables, such as country notes and/or country case study reports, as required) in line with the requested outlines and quality standards.
    • Any other duties as assigned.


    Required Knowledge, Skills and Abilities:

    • Demonstrated expertise in humanitarian assistance evaluations.
    • Extensive evaluation experience of humanitarian policies, strategies and programs and of complex conflict situations, internal displacement, refugee programs and transition settings.
    • Demonstrable experience with and institutional knowledge of humanitarian UN and NGO actors, the inter-agency mechanisms, such as OCHA and CERF funding, and the IASC, as evidenced by previous work experience.
    • Demonstrable familiarity with the Transformative Agenda (Leadership, Coordination, Accountability to Affected Populations, etc.).
    • Demonstrable knowledge of humanitarian law and principles, and experience with using human rights and gender analysis in evaluations.
    • Good understanding of UNFPA mandate and processes as demonstrated in the technical proposal.
    • Demonstrable regional expertise and knowledge of the regional issues, as relevant for the evaluation considered.
    • Good communication skills (written, spoken) in languages spoken in the region and countries covered, preferred.


    Minimum Requirements:

    • At least 10 years of experience working in the humanitarian sector.
    • 8 years of evaluation experience, including experience of leading (at least) 4 major evaluations of humanitarian assistance.
    • Demonstrated expertise in (at least) one of the thematic areas directly relevant to the evaluation considered. These include: (i) sexual and reproductive health; (ii) gender equality; (iii) population dynamics; (iv) adolescents and youth.
    • Demonstrable analytical, communication and drafting skills in English.
    • Selected candidates must provide work samples (including sample of a report drafted by the proposed team leader).
    • Oral and written fluency in English required.


    Education:  Advanced degree in social sciences or related fields


    Working Environment: Work is typically performed in an office environment, with some time spent in the field.

    Supervisory Responsibility:  This position does have supervisory responsibilities.


    Physical Requirements:  This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

    Travel:  International travel may be required.
