Overview:

IBTCI is seeking an International Stabilization Expert for a midterm performance evaluation of the USAID/Iraq Funding Facility for Stabilization (FFS) Program.  The purpose of the evaluation is to identify factors that promote or impede positive outcomes from FFS stabilization interventions from July 2015 through December 2017, as well as to form ongoing and new stabilization activities and other USAID/Iraq programs.  The period of performance is expected to be from March-August 2018.  This position is based in Iraq.

 

Responsibilities

Essential Duties/Tasks and Responsibilities:  

  • Lead in the research and development of key questions.
  • Work closely with the Methodologist and team leader to ensure appropriate context for the evaluation.
  • Collaborate with the Methodologist to analyze qualitative data from Focus Group Discussions (FGDs) and Key Informant Interviews (KIIs).

 

Qualifications

Required Knowledge, Skills and Abilities:

  • Previous experience with field research.
  • Prior experience with donor-funded projects, particularly USAID.
  • Strong working knowledge with governance programming in insecure/fragile environments.
  • Previous experience with community-based programming in insecure/fragile environments.
  • Demonstrated technical expertise in public sector service delivery, including familiarity with implementation in post-conflict and insecure zones.
  • Proven experience in monitoring and evaluation methodology in post-conflict, high-risk security environments.
  • Knowledge of relevant participatory evaluation methodology.
  • Strong knowledge of stabilization principles.

                                                        

Minimum Requirements:

  • Demonstrated, extensive knowledge in stabilization in the Iraq context.
  • Background in research and governance in post-conflict and fragile areas.
  • Oral and written fluency in English required. Fluency in Arabic preferred.

 

Education:  Post graduate degree in international development, monitoring and assessment or other related field required.

 

Supervisory Responsibility:  This position does not have supervisory responsibilities.

 

Travel:  International travel required.  May include travel to fragile and/or post-conflict zones.
