Evaluation Team Leader

USAID/Tunisia has requested that IBTCI’s Monitoring and Evaluation for Tunisia and Libya (METAL) project conduct a final evaluation of two of its democracy and governance programs in Libya, in order to capture information on the diverse areas in which these programs were able to achieve real impact and promote meaningful change. USAID seeks to understand how these programs evolved, and to gain a better understanding of what activities were successful, how they succeeded and why they succeeded. They are also interested in documenting what work has managed to occur in Libya in order to provide recommendations for future work and projects.


The two activities are the Libya Elections and Governance Support (LEGS) project and the Supporting Consensus Building for the National Dialogue, Constitution Drafting and Governing Process in Libya (LCB) project.


  • Provide overall leadership and oversight for the LEGS and LCB Final Evaluation.
  • Lead and conduct the evaluation, including designing and verifying qualitative data collection methods, and other relevant data collection and analysis techniques.
  • Oversee the overall Task Order progress.
  • Serve as the main focal point of contact between USAID and the IBTCI home office.


Required Knowledge, Skills and Abilities:

  • Demonstrated 10 years of experience with governance and/or political process program evaluation experience in the Middle East.
  • Experience with quantitative and qualitative evaluation methods, in capacity building in developing countries covering one or more of the following components: elections, constitution outreach, local governance, legislative bodies, justice work, youth issues, and civil society.
  • Solid understanding of the political environment in Libya and the Middle East, including an understanding of Libyan history, tribal context, and recent political dynamics including the involvement of the United Nations.
  • USAID programming experience is desirable.


Minimum Requirements:

  • Familiarity with USAID’s objectives, approaches, and operations, particularly as they relate to evaluation methods, especially performance evaluations.
  • Excellent communication skills.
  • Ability to travel to Tunisia as needed.
  • Excellent written and spoken English skills.
  • Strong coordination and leadership abilities.


Education:  Master’s degree required.


Supervisory Responsibility:  This position has no supervisory responsibility.


Travel:  Travel to Tunisia is required.
