Overview: IBTCI is seeking a Team Leader for a United States Agency for International Development (USAID) Reading for Success (RFS) evaluation in Morocco. The evaluation will focus on USAID’s performance in the education sector and include the evaluation of several active awards, the USAID/Morocco RFS, and how these support the Development Objectives of USAID/Morocco. The anticipated award date for this solicitation is expected to be May 1, 2018. This position is contingent upon award.


Essential Duties/Tasks and Responsibilities:

  • Responsible for designing, managing, and identifying quantitative and qualitative tasks, measures, and indicators.
  • Provide education related technical experience and analysis throughout the course of the evaluation.
  • Responsible for ensuring high quality analysis and synthesis of evaluation products related to education.
  • Responsible for providing recommendations for gaps found in the course of the evaluation.

Responsible for providing written reports to be submitted to USAID and other major stakeholders


Required Knowledge, Skills, and Abilities:

  • Experience working in a multi-disciplinary team.
  • Experience managing mixed methods research (quantitative and qualitative methods).
  • Relevant experience and knowledge of international contexts, particularly Morocco and its education system.
  • 5 years of evaluation experience or working with evaluations teams preferred
  • Demonstrated experience working with evaluation teams preferred.


Minimum Requirements:  

  • 10 years of education and/or education programming experience required.
  • Demonstrated experience working with USAID funded projects required.
  • Excellent demonstrated oral and written communication skills are required.
  • Oral and written fluency in English required; Arabic and French preferred.
