    Overview: IBTCI is seeking a Team Leader for a United States Agency for International Development (USAID) Reading for Success (RFS) evaluation in Morocco. The evaluation will focus on USAID’s performance in the education sector and include the evaluation of several active awards, the USAID/Morocco RFS, and how these support the Development Objectives of USAID/Morocco. The anticipated award date for this solicitation is expected to be May 1, 2018. This position is contingent upon award.


    Essential Duties/Tasks and Responsibilities:

    • Manage enumerators and provide strategic guidance of evaluation activities.
    • Responsible for ensuring high quality analysis and synthesis of evaluation products.
    • Responsible for ensuring the timely submission of relevant deliverables and products.
    • Responsible for designing, managing, and identifying quantitative and qualitative tasks, measure, and indicators.
    • Responsible for providing recommendations for gaps found in the course of the evaluation.



    Required Knowledge, Skills, and Abilities:

    • Experience managing multi-disciplinary teams and enumerators.
    • Experience managing mixed methods research (quantitative and qualitative methods).
    • Relevant experience and knowledge of international contexts, particularly Morocco.
    • Demonstrated experience evaluating education programs implemented by USAID.
    • Demonstrated experience in leading country program evaluations and leading teams.


    Minimum Requirements:  

    • 10 years of monitoring and evaluation experience required.
    • 10 years of education sector experience required.
    • English proficiency required; Fluency in French and Arabic preferred.
    • Experience evaluating relevant country programs for international donors required.
    • Demonstrated experience monitoring and evaluating USAID implemented projects required.
    • Excellent oral and written communication skills are required.
    • Oral and written fluency in English required; Arabic and French preferred


    EducationMA/MS or higher in education, economics, public policy, statistics, or other relevant field required.


    Working Environment: Work is typically performed in an office environment, with some time spent in the field.

    Supervisory Responsibility:  This position does not have supervisory responsibilities.


    Physical Requirements:  This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

    Travel:  International travel required.
