Overview:  IBTCI is seeking a Technical Specialist for the anticipated USAID Data and Evidence for Education Programs (DEEP) project, providing a global platform for aggregating, managing, analyzing and reporting data and evidence across USAID’s Education Strategy goals. The specialist may advise on key outcome tracking, analysis, and deliverables for global projects or region / country-specific projects. The Technical Specialist will be responsible for contributing substantial expertise to the evaluation team with regards to data methods, education work, or regional / local education expertise. The Technical Specialist may be asked to travel on short-term assignments.


Essential Duties/Tasks and Responsibilities:  

  • Provides inputs and expertise to project design, data collection tools and data collection procedures;
  • Provides support and input and serves as key resource on subject matter or technical issues;
  • Assists in writing and reviewing project deliverables;
  • Collaborates with USAID staff to complete key project goals and objectives.


Required Knowledge, Skills and Abilities:

  • Extensive experience in the education sector working in project management in developing countries;
  • Expertise in one or more of the following areas:
    • Monitoring, evaluation, knowledge management, accountability to affected populations, including experience with both experimental and non-experimental designs and qualitative and quantitative methods.
    • Experience with building surveys to evaluate outcomes for education projects.
    • Experience with the Early Grade Reading Assessment (EGRA).
    • Education and empowerment for girls.
    • Capacity building and training for education management information systems at a national or global level.
    • Technical assistance for monitoring and evaluation data collection on education programs.
    • Education in settings under conflict and/or in crisis.
    • Local expertise in education systems and context.
  • Strong verbal and written communication skills.

Minimum Requirements:

  • 10-15 years of international project management experience in designing, implementing, and managing complex monitoring and evaluation frameworks;
  • Expertise working on USAID funded projects of similar size and scope in developing countries; and
  • Must be able to read, write, and speak fluent English; fluency in Arabic, Spanish and/or French is a plus.


  • Master’s degree in Education, Public Administration, or a related field.

Supervisory Responsibility:  None.

Travel:  Specialist may be asked to travel on short-term assignments.
