  • Overview

    IBTCI is seeking an Evaluation Team Leader in support of the USAID/Rwanda Mid-term Evaluation of the Private Sector Driven Agricultural Growth (PSDAG) program. This is a short-term consultancy position based in Rwanda and the U.S. The Private Sector Driven Agricultural Growth project is a five-year (August 2014- August 2019) USAID-funded initiative with the aim of increasing smallholder incomes by promoting private sector investment. PSDAG has two primary complementary objectives: (1) To assist the Government of Rwanda (GOR) to increase private sector investment, and (2) To facilitate increased private sector investment by upgrading agricultural value chains. This position is contingent upon award.

    Responsibilities

    Using your experience and subject matter skills, the Consultant will perform the following tasks. Tasks could include but not be limited to:

    • Serve as Team Leader and provide overall leadership to the team;
    • Finalize evaluation design, coordinate activities, and arrange periodic meetings;
    • Coordinate the process of assembling the final findings and recommendations into a high quality document;
    • Lead the preparation and presentation of the key evaluation findings and recommendations to the USAID/Rwanda team and other major partners
    • This position does not authorize/require the consultant to have decision making authority on the final work product.

    Qualifications

    Required Knowledge, Skills and Abilities:

    • Master's Degree from a recognized university in one of the following fields: Statistics, Economics, Social Sciences, or Agronomy; 
    • International and/or African experience in Agriculture and Agribusiness Sector; 
    • Expertise in either policy reforms or value chain systems; 
    • Experience in conducting operational research studies, and both quantiative and qualitative evaluation methodologies; 
    • Experience in conducting performance evaluations in Africa required; 
    • Experience working in Rwanda; 
    • Excellent computer, data analysis, and reporting skills; 
    • Proven ability to lead teams / previous Team Leader experieence for an evaluation. 

     

    Minimum Requirements:

    • Master's Degree from a recognized university in one of the following fields: Statistics, Economics, Social Sciences, or Agronomy; 
    • International and/or African experience in Agriculture and Agribusiness Sector; 
    • Expertise in either policy reforms or value chain systems;  
    • Experience in conducting performance evaluations in Africa required; 
    • Proven ability to lead teams / previous Team Leader experieence for an evaluation. 

     

    Working Environment: Corporate office environment as well as field work.

     

    Education: Master's Degree from a recognized university in one of the following fields: Statistics, Economics, Social Sciences, or Agronomy

     

    Supervisory Responsibility:  This position does have supervisory responsibilities.
