    Job Title: Senior Program Evaluation Advisor      

    Department/Location: Home-Based / International        

    Reports To: Evaluation Team Leader                                      

    Type: Long-term Consultancy    


    Overview: IBTCI is currently seeking a senior evaluation expert to serve as a Senior Program Evaluation Advisor for the UK Government Department for International Development (UK DfID)’s Monitoring and Evaluation of Payment by Results for DfID Core Funding to United Nations and Red Cross agencies. This program will monitor and evaluate the performance-based funding elements of DfID’s core funding provision to the UN development, UN humanitarian, and Red Cross agencies. The ideal candidate for this position will demonstrate significant experience in designing, implementing, and disseminating results of impact or performance evaluations. The period of performance is expected to begin in June 2018 and will have a duration of three years. This position is contingent upon award.


    Essential Duties, Tasks, and Responsibilities:

    • Responsible for designing, managing, and implementing evaluations as required by the project Terms of Reference (including baseline, mid-term, endline evaluation);
    • Develop the methodologies and tools necessary throughout the course of the evaluation,
    • Perform high quality analysis and synthesis of evaluation products;
    • Present recommendations for gaps found in the course of the evaluation.


    Required Knowledge, Skills and Abilities:

    • Demonstrated understanding and experience with multilateral organizations; especially the United Nations and Red Cross organizations;
    • Significant experience in evaluation of multi-sectoral humanitarian or development programs;
    • Expertise in results-based financing, payment-by-results, performance-based financing approaches
    • Experience in performing theory-based evaluations;
    • Advanced proficiency in qualitative and qualitative research methods, including experimental/quasi-experimental design.
    • Experience in a wide range of evaluation methodologies; qualitative and quantitative data analysis techniques that include triangulating findings from different methods.
    • Experience in drafting high-quality evaluation reports that include substantive conclusions, recommendations, and how-to strategies.


    Minimum Requirements:

    • At least 10 years of experience in planning, designing, or implementing evaluation of results-based financing programs.
    • Demonstrable analytical and writing/drafting skills in English.



    • Master’s degree; PhD preferred in sociology or other social science, economics, public policy, statistics, demography, epidemiology, public health or in a relevant field


    Supervisory Responsibility:  This position does not have supervisory responsibilities.


    Travel:  International travel is required.
